Path to the 2012 Farm Bill: Beginning Farmer Marker Bill: Where Are We Now?

July 31, 2012

Last fall, Senator Harkin (D-IA) and Representatives Fortenberry (R-NE) and Walz (D-MN) introduced the Beginning Farmer and Rancher Opportunity Act to invest in the next generation of American farmers.  This bill funds and improves critical programs that provide training, outreach, and technical assistance for new farmers and ranchers.  As a marker bill, it’s not intended for debate and passage, but rather to be included in the 2012 Farm Bill package currently moving through Congress.

So, where are we now with parts of the Beginning Farmer and Rancher Opportunity Act?

The following chart illustrates how key provisions in the Beginning Farmer and Rancher Opportunity Act have fared thus far in both the Senate and House versions of the 2012 Farm Bill.  The process isn’t over yet – the House is currently considering an extension bill that would defund a host of programs, including many listed below, and the full 2012 Farm Bill has yet to see floor time in the House of Representatives.  NSAC and its partners will continue to fight for these critical programs throughout the farm bill process – and we need your help.

Chart key:
Two thumbs up: A home run! Full inclusion in the bill
One thumb up: A step in the right direction
One thumb down: A missed opportunity
Two thumbs down: A major setback
